Background

Why is the HSC implementing an e-recruitment system?

The HSC utilized a manual recruitment system from 1998 to mid 2017. The e-recruitment system was launched on 5th October 2017 and is now operational. The developments under ICT have necessitated that the HSC reforms its recruitment processes in order to enhance efficiency and effectiveness, and subsequently responsiveness to the needs and expectations of its clients. The e-recruitment system was developed with the support of the Ministry of Health and Development Partners, namely the World Bank, USAID and IntraHealth. The system has been designed to make use of modern information and communication technology.

What is the HSC E-Recruitment System?

The HSC e-Recruitment System is a computerized human resource management system that is being used to undertake recruitment. It is a Web based modular system accessible to HSC staff and health institutions according to their duties and permissions and with an interface for the general public. The available positions are published on the HSC website (hsc.go.ug) and uploaded onto the e-recruitment system (hers.ug). Interested applicants can access the information and are able to express their interest in any of the vacancies in line with the job advert (s). The application is completed on the system by the applicants and relevant documentation for each job uploaded.

What are the Objectives of the e-recruitment system?

The objectives of the e-recruitment system are to:

  1. Attract applicants with the required skills, quality and experience.
  2. Reduce recruitment processing time and fill vacancies timely.
  3. Reduce bulky paper work in the recruitment process.
  4. Minimize complaints arising from manual processes.
  5. Create a database of applicants for various posts.
  6. Improve the provision of feedback to the applicants.
  7. Reduce the overall costs of recruitment.

eRecruitment Instructions

Only apply through ONLINE Portal: https://hscers.ug/ not later than advert expiry date! Download and study job advert from here. Key Instructions on Adverts and eRS pages.

1. Applicants are advised to:

  1. Complete PSForm 3 and keep it for future reference.

  2. Secure a scanned passport size photograph (JPEG format).

  3. Scan and attach only the relevant documents.

  4. Create an email address in case you do not have one.


2. Required Documents include the following:

  1. Academic and professional certificates (UCE, UACE, Professional Certificates, Diplomas, Degrees, Fellowships).

  2. Evidence of training in specialized areas where applicable.

  3. Letters of appointment, confirmation and promotion where applicable.

  4. Registration certificates and valid practicing licenses for health workers who are required by law to register with relevant Professional Councils.

  5. National and current Institutional Identity Cards.


Priority should be given to uploading only the required documents as per the job specifications. Shortlisted applicants will have the opportunity to present additional relevant documents during interviews.


3. Application Process

Download from our website (hsc.go.ug) and study the information about the Advert.

Visit the eRS Portal https://hscers.ug

Go to “log-in” and click register now. If you are already registered, log-in with your registered (login) details, update your profile where necessary and proceed to (d) and below.

View the jobs by clicking simple search and search for a job.

Select one job of your choice, click APPLY NOW, apply and upload all relevant documents and click save application.

At the end of the application process, click SUBMIT in order to submit your application.


4. It is emphasized that:

  1. The application should be completed and submitted ONLINE.

  2. Only shortlisted candidates will be contacted.

  3. Shortlisted candidates shall, where applicable, be required to bring their original certificates, letters of appointment, three copies of completed PSForm 3, Registration Certificates and Valid Practicing Licenses and evidence of active service, at the oral interview.

  4. Candidates who will present forged certificates and other documents shall be handed over to the Police for appropriate action.

  5. Health Workers who are on long-term training (one year and above) must not apply.


5. In case of need, you are advised to seek help from the Health Service Commission which will respond to inquiries by telephone on 0414-254378 or 0414-348501, or email at ers.help@hsc.go.ug. In addition, you may also seek help from the Ministry of Health or the nearest National or Regional Referral Hospital eRS-Hub/Human Resource Unit.
